Expert Technology Projects & Applications - Senior Manager (ETPA /2025)

Minimum 5 years of relevant experience in IT, with a strong focus on business and web applications. -At least 2 years of experience in IT team leadership within large national, international, or government organizations. -Proven experience in architecting, implementing, securing, and managing enterprise IT systems in complex business environments. -Hands-on expertise in IT infrastructure, enterprise applications, cybersecurity, cloud computing, and emerging technologies. -Minimum 2 years of experience managing projects related to data warehousing, business intelligence, application migration, and analytics. -Exposure to agentic and generative AI technologies, with practical understanding of their integration into enterprise systems will be preferred. -Experience in managing cross-functional teams and multi-vendor environments. Minimum qualification- Bachelor’s degree (16 years of education) in Engineering, IT, Innovation, Technology Management, or a related discipline from a reputable national or foreign university recognized by HEC. - Master’s degree in a relevant field is a strong advantage. - Certifications such as PMP, Prince2, Agile, Six Sigma are highly desirable. -Knowledge and/or certification in AI, cybersecurity, cloud platforms (e.g., AWS, Azure, GCP), and enterprise architecture is a strong plus. The job is based in Islamabad The Expert Technology Projects & Applications – Senior Manager shall spearhead the design, development, implementation, and management of the organization’s technology and business applications. This includes overseeing end-to-end IT systems and digital platforms to ensure alignment with strategic growth objectives and the achievement of state-of-the-art digital governance standards. The role demands a visionary leader capable of driving innovation, ensuring operational excellence, and integrating emerging technologies to support organizational transformation. Key Responsibilities - Provide strategic decision support for business and web application initiatives, with particular emphasis on the organization’s proprietary systems, ensuring alignment with institutional values and strategic goals. -Lead the full lifecycle management of business and web applications, including technology system design and relevant vendor selection, implementation oversight, and ongoing maintenance. -Facilitate stakeholder engagement through meetings, workshops, and training sessions to gather requirements, communicate progress, and address concerns related to application design, development, testing, and upgrades. -Drive enhancements in the organization’s applications/systems, ensuring they meet evolving stakeholder needs and support long-term organizational objectives. -Oversee application architecture and integration, ensuring scalability and alignment with enterprise IT standards. - Ensure compliance of all applications/systems with applicable laws, regulations, and security standards, including data protection, privacy, and cybersecurity protocols. - Assist in selecting and managing reliable technology vendors for business applications and IT services, ensuring quality, accountability, and alignment with organizational needs. -Monitor and manage budgets for business and web application initiatives, ensuring cost efficiency and value delivery. -Maintain oversight of the organization’s website and design, and other digital platforms, ensuring optimal performance, security, and user experience. -Contribute to the development and execution of the organization’s Digital Transformation Roadmap, leveraging business applications, AI, and cybersecurity-enabled technologies to drive innovation and efficiency. -Promote adoption of cloud-native and low-code/no-code platforms where appropriate to accelerate delivery and reduce technical debt. Essential Skills & Competencies -Strong grasp of contemporary technology concepts, trends, and enterprise IT frameworks. -Leadership and team management capabilities with a focus on collaboration and innovation. -Strategic and critical thinking with the ability to align technology initiatives with business goals. - Advanced problem-solving and decision-making skills in dynamic environments. - Excellent communication skills technical, analytical, verbal, and written in both English and local languages. - Effective time management, planning, and organizational skills. - Deep understanding of Agile, DevOps, and CI/CD methodologies; hands-on experience in Agile delivery is mandatory, preferably in data analytics or enterprise application development. - Customer-centric mindset with the ability to work across diverse teams and stakeholder groups. - Familiarity with IT governance frameworks such as COBIT, TOGAF, or ITIL is a plus.
