• Minimum 10 years of experience of active legal practice including legal
drafting, vetting, or interpretation of fiscal laws.
• It will be nice to have the following:
• Experience of working on Finance Bills, SROs, Rules, and
Notifications under the Income Tax Ordinance 2001, Sales
Tax Act 1990and Federal Excise Act 2005.
• Nice to have experience in dealing with accounting,
commercial, corporate, and economics related issues
• Served in a senior legal, drafting, or advisory role in one or
more of the following:
• Ministry of Law & Justice
• Attorney General’s Office
•Parliamentary Drafting or Legal Vetting Unit
• Reputed tax law firm or policy institution
• Experience of contributing to inter-ministerial or parliamentary review
of finance bills and exposure to fiscal jurisprudence (Supreme Court
and High Court tax cases) will be a strong asset.
Educational Qualification:
• LLM, preferably in any area of taxation from HEC recognized
university.
• Deep knowledge of constitutional provisions on taxation and fiscal
federalism.
• Demonstrated ability to convert technical and policy conceptsinto clear,
enforceable legal text.
• Skill in vetting and harmonization of fiscal instruments across multiple
tax laws.
• Excellent communication and coordination skills, particularly for interagency collaboration.
• Attention to details and ability to work under tight legislative deadlines
(especially during budgetcycles).
Job Description (JDs):
• Drafting the provisions of various statutes in the Finance Bill
• Converting the budget proposals into tight legal provisions to achieve tax policy goals.
• While drafting, ensure consistency within and across the tax statutes.
• Provide legal guidance on structure, wording, and implications of proposed fiscal measures.
• Review delegated legislation to ensure its conformity with the respective tax provisions.
• Liaise with Law & Justice Division for formal vetting.
• Assist in preparation of notes on clauses and salient features on the Finance Bill
• Maintain a comprehensive repository of tax statutes, rules, and case law references for use by the Tax Policy Office.
• Any other task assigned by the Director General and Directors
