Job Description

Terms of Reference (TORs) – Procurement Specialist

  • Reporting Line

The Procurement Specialist will report to the Secretary or to any other Officer to whom the Powers of Procurement have been delegated.

  • Objective of the Assignment

The objective of this assignment is to ensure efficient, transparent, and timely procurement of goods, works, and consulting services, while strengthening procurement systems, contract management practices, and institutional capacity.

  • Minimum Qualification Requirement
  • Hold a Master’s degree/Post graduate qualification (having at least 16 years of education) in a major relevant discipline (e.g., procurement, law, business administration, statistics, economics or related field from reputable local or foreign institution. A diploma / degree in the field of procurement management from reputable local or foreign institution shall be preferred.
  • Preferably Ten (10) years of experience in procurement practices, with background of procurement of consulting services and goods. Experience in public procurement and, in international setting, with international organizations is highly desirable.
  • Should have an in-depth understanding of procurement cycle management.
  • Familiar with procurement software and MS Office, especially Excel for data analysis.
  • Must be thoroughly familiar with PPRA Rules and Regulations.
  • Must be familiar with procurement guidelines of International Development Partners like the World Bank and Asian Development Bank etc.
  • Scope of Work / Key Responsibilities

The Procurement Specialist will undertake, but not be limited to, the following tasks:

  • Strategic Planning and Coordination

Collaborate with the relevant authorities, especially the Admin Wing of the Ministry for strategic planning of procurement in the Ministry as well as the Projects of this Ministry.

  • Procurement Management

Develop and implement procurement strategies for the Ministry and its allied Projects in accordance with applicable rules and guidelines.

  • Timely initiation and completion of procurement

The Specialist will help the Ministry in timely initiation and completion of procurement as is required.

  • Preparation and Review

The specialist will be responsible for the preparation and review of the following:

  • Terms of Reference (TORs)
  • Bidding Documents
  • Requests for Proposals (RFPs)
  • Requests for Quotations (RFQs)
  • Expressions of Interest (EOIs)
  • Technical Specifications
  • Tendering and Evaluation Process

The specialist shall facilitate the Ministry in the following:

  • Pre-bid/proposal meetings
  • Clarifications and responses to bidder queries
  • Amendments to bidding documents
  • Manage bid/proposal opening processes ensuring transparency and compliance.
  • Provide technical support to evaluation committees during bid evaluations and preparation of evaluation reports.
  • Procurement Monitoring, Reporting, and Compliance

The Specialist shall help the Ministry address procurement-related complaints, grievances, and audit observations in a timely manner. The Specialist shall help the Ministry ensure compliance with all applicable rules.

  • Procurement Database and Record Management

The Procurement Specialist shall help the Ministry develop and maintain a comprehensive procurement database covering:

  • Procurement plans
  • Tender documents
  • Evaluation reports
  • Contract awards and implementation status
  • Other Responsibilities

The Procurement Specialist shall carry out any other responsibility assigned to him by the Minister or Secretary of the Ministry of Planning, Development and Special Initiatives.
