Qualification:
Master’s degree or higher in Demography, Population Studies, Public Health, Health Policy, Development Economics, Social Policy, or a closely related field from an HEC recognized or internationally accredited institution.
A postgraduate qualification in development planning, public policy, or public administration will be considered an additional advantage.
Professional Experience:
Minimum 10 years of progressive professional experience in population health sector planning, policy development, programme management, or demographic research.
At least 3 years in an advisory or managerial capacity.
Demonstrated experience working with or within federal or provincial Population Welfare Health Departments, government health institutions, or international or national development partners.
Experience engaging with international development partners, multilateral agencies, and population and reproductive health programme stakeholders e.g. UNFPA, World Bank, FCDO is strongly preferred.
Job Responsibilities:
Provide technical analysis on population dynamics, demographic trends, and family planning performance to support the Member Population in executing the Commission’s mandate.
Strengthen the quality and rigour of population sector planning, programme appraisal, and public financial management within the Public Sector Development Programme PSDP.
Monitor the progress of ongoing PSDP funded population sector projects, flagging underperformance and recommending remedial measures.
Prepare the Annual Development Report for the population sector.
Lead technical analysis of Pakistan’s population financing landscape, including public expenditure tracking, fiscal space assessments, and population budget analysis at federal and provincial levels.
Prepare policy briefs, technical notes, and Cabinet ECC submissions advising on structural reforms to Pakistan’s population welfare and family planning systems, with a focus on equity, coverage, and programme integration.
Track global and regional demographic trends and policy innovations and assess their applicability to Pakistan’s federal governance context under the 18th Amendment.
Prepare population chapters for national and medium term development frameworks, including demographic projections, population expenditure targets, and programme gap analyses.
Support the Member in engaging with provincial Population Welfare Departments on programme convergence, minimum service standards, and cross provincial learning.
Support evidence generation, knowledge management, and capacity development within the Sector Wing with a focus on demographic planning and programme accountability.
Facilitate training, workshops, and peer learning events on population planning, project appraisal, and results based management.
