Qualification:
Master’s degree or higher in Public Health, Health Policy, Epidemiology, Health Economics, Health Management, or a closely related field from an HEC recognized or internationally accredited institution.
A postgraduate qualification in development planning, public policy, or public administration will be considered an additional advantage.
Professional Experience:
Minimum 10 years of progressive professional experience in health sector planning, policy development, programme management, or health system strengthening.
At least 3 years in an advisory or managerial capacity.
Demonstrated experience working with or within federal or provincial government health institutions or international or national development partners.
Experience engaging with international development partners, multilateral agencies, and Global Health Initiatives GHIs is strongly preferred.
Job Responsibilities:
Provide technical analysis on health system strengthening and health financing to support the Member Population in executing the Commission's mandate.
Strengthen the quality and rigor of health sector planning, programme appraisal, and public financial management within the Public Sector Development Programme PSDP.
Monitor the progress of ongoing PSDP funded health projects, flagging underperformance and recommending remedial measures.
Prepare PSDP Development Annual Report for the health sector.
Lead technical analysis of Pakistan's health financing landscape, including public expenditure tracking, fiscal space assessments, and health budget analysis at federal and provincial levels.
Prepare policy briefs, technical notes, and Cabinet ECC submissions advising on structural reforms to Pakistan's primary and secondary healthcare systems, with a focus on equity, quality, and resilience.
Track global and regional health system innovations and assess their applicability to Pakistan's federal health governance context under the 18th Amendment.
Prepare health financing chapters for national and medium term development frameworks, including fiscal projections, health expenditure targets, and financing gap analyses.
Support the Member in engaging with provincial health departments on health system convergence and cross provincial learning.
Support evidence generation, knowledge management, and capacity development within the Sector Wing with a focus on health systems and fiscal sustainability.
Facilitate training, workshops, and peer learning events on health planning, project appraisal, and results based management.
