Job Description

Qualification:

Master’s degree in Public Health, Demography, International Development, Education, Data Science, or a related quantitative field.

Proficiency in MS Excel, STATA and R. Experience with Power BI or Tableau for dashboard development is preferred.

Strong understanding of DHS, MICS and HMIS data structures and their analytical limitations.

Professional Experience:

Minimum 10 years of relevant work experience with strong Monitoring and Evaluation skill set.

Demonstrated experience building or managing performance indicator tracking systems in a government or development partner context.

Familiarity with Pakistan's national health, education, labor, social protection data landscape like PDHS, PBS, DHIS2, MICS, PSLM, NNS strongly preferred.

Good analytical skills.

Job Responsibilities:

Build and maintain unit’s core evidence architecture, performance indicator matrix, longitudinal data tracking across PDHS, MICS, PSLM, BISP, other PBS data sets and national and international sources.
Serve as the unit's primary interface with national and provincial statistical bodies.
Design and maintain a population performance indicator matrix with RAG status tracking.
Produce quarterly indicator scorecards with trend analysis, projection modelling and variance explanations for the Member.
Harmonize data across federal and provincial sources into a single coherent monitoring architecture for the Planning Commission.
Support SDG, VNR and international commitment reporting pipelines for population and health indicators.
Design, develop and manage RBF Log frames for the sectors impacting population outcomes.
Any other work assigned by Chief Research and Policy Officer Member Population Planning Commission.
