JOB SPECIFICATION
Qualification:
Masters or equivalent in a relevant field (e.g., ICT related disciplines Computer Science, Information Technology, International Relations, Business Administration, Management Science, Law or Telecommunications)
Experience:
Minimum of 10 years of professional experience in internet policy, internet governance, telecommunications, or relevant international / regional forums, in public and/or private sector.
The candidate’s professional experience should include the following:
• Developing national Internet governance policy frameworks.
• Representing national interests in global IG forums (ICANN, IGF, APNIC etc.)
• Leading internet governance capacity-building efforts.
• Coordinating multi-stakeholder engagement in IG.
• Researching emerging IG trends and policy issues.
Job Description:
• Lead the formulation and implementation of Pakistan's national strategy and policies related to Internet Governance, ensuring alignment with national development goals, and the multi-stakeholder model of Internet governance. This includes addressing issues such as internet governance capacity building, DNS market development, universal acceptance and internationalized domain names (UA/IDNs), within the IG framework.
• Serve as the primary focal point and lead representative for Pakistan in engaging with key international and regional Internet Governance forums and organizations, including but not
limited to the Internet Governance Forum (IGF), the Internet Corporation for Assigned Names and Numbers (ICANN), Asia Pacific Network Information Centre (APNIC), and the Asia Pacific Regional Internet Governance Forum (APRIGF), etc. This involves active participation, presenting national positions, and advocating for Pakistan's interests.
• Develop, oversee, and implement comprehensive capacity building programs and initiatives aimed at enhancing understanding and expertise in Internet Governance within government agencies, academia, civil society, and the private sector across Pakistan. This includes organizing workshops, seminars, and promoting participation in relevant training programs.
• Foster and maintain strong coordination and collaboration among all national stakeholders involved in Internet Governance, including government bodies, telecommunication operators, internet service providers, civil society organizations, technical communities, academia, and the private sector, to ensure a cohesive and inclusive approach to IG issues.
• Conduct continuous research and analysis of global and regional developments, emerging issues, policy debates, and technical trends within the Internet Governance landscape. Provide expert advice and recommendations to the Ministry on adapting national strategies and policies in response to these evolving dynamics.
• Represent Pakistan's positions and interests on critical Internet Governance issues at various international and regional platforms. Lead advocacy efforts to promote a secure, stable, accessible, and inclusive internet for all, reflecting Pakistan's national priorities and values.

DURATION:
Appointment of the Director Internet Governance SPPS-II Scale shall initially be made on contract basis initially for a period of two (02) years extendable for another term of
two-years on annual basis subject to satisfactory performance.
MANNER OF APPOINTMENT:
a) The appointment shall be made as per prescribed procedure of appointment in SPPS-II Scale positions.
b) The vacancy shall be uploaded by the Ministry of IT and Telecom on its website, National Job Portal and also advertised at least in two national leading newspapers of nation-wide circulation.
c) A Scrutiny Committee headed by the Additional Secretary, MoITT shall be constituted for scrutiny of applications for placement before the Selection Committee.
d) The Selection Committee shall recommend a panel of candidates for appointment with the approval of the Federal Minister.
PAY PACKAGE:
The Director Internet Governance SPPS-II Scale, shall receive pay package of SPPS-II Scale in accordance with the SPPS Policy, 2024 of the Federal Government as amended from time to time.
LEAVE:
The incumbent shall earn leave on full pay @ 3 days per month for the period of
duty. The leave shall be availed during the currency of contract period as per policy of the Federal Government.
TERMINATION OF CONTRACT:
The contract of Director Internet Governance SPPS-II Scale, shall be terminated according to the SPPS Scale Policy of the Federal Government on one month's notice on either side or payment of one month's basic pay in lieu thereof.
APPLICABILITY OF OTHER RULES:
In respect of matters not specified here, the law, rules, policies
corresponding level of Civil Servants shall be applicable as per SPPS Scale Policy of the Federal Government
