Role Overview
The Chief Business Development Officer (CBDO) will serve as a key member of PSEB’s senior management, responsible for driving growth in Pakistan’s IT & ITeS sector.
The CBDO is responsible for fostering strong relationships with Pakistan's IT industry and promoting the country's IT services and capabilities in international markets. This is a high-energy role that requires executive presence, the ability to speak in public forums, and close coordination with Pakistan’s international missions, diaspora, industry association (PASHA), business networking groups, and global companies to develop opportunities for Pakistan’s IT companies.
Locally, the CBDO will engage proactively with various stakeholders in Pakistan’s IT ecosystem – including senior executives of IT companies and IT freelancers - to understand their focus areas and capabilities. A transparent, fair, and effective matchmaking process will need to be established to connect Pakistani IT companies with opportunities in global markets. In addition, the CBDO will oversee the opening of new markets for the Pakistani IT ecosystem, leveraging the many levers available to PSEB, namely foreign missions and access to the diaspora. The CBDO will also be the focal person where G2G engagements incorporate B2B summits during high-level government interactions.
PSEB's industry facilitation activities will also report to the CBDO. This means the CBDO will work closely with relevant government agencies to facilitate the IT sector and ensure smooth business operations for IT & ITeS companies, call centers, and freelancers. The CBDO will oversee PSEB’s initiatives to fast-track the registration of IT & ITeS entities with PSEB and provide sector-specific advisory and support services. The role includes planning and executing capacity building initiatives, fostering public-private partnerships, and ensuring the development of IT-enabled infrastructure across the country.
Educational Qualification:
Minimum 16 years of education with a degree in Engineering / Computer Science / Management / Economics / Business Administration / Public Policy / Finance / Marketing or a related discipline.
Degree(s) must be from a HEC-recognized national or international university/ institution
Experience:
Minimum 12 years of post-qualification relevant experience in IT, business development, ecosystem development, industry facilitation, international marketing, public-private partnerships, or related domains.
Demonstrated experience in developing and executing B2B, G2B, and G2G international partnerships with a track record of opening new markets or attracting international clientele is desirable.
Relevant experience in project or program management involving stakeholder coordination, regulatory facilitation, or ecosystem development is desirable, with approximately three (3) years preferred.
Leadership or decision-making experience, ideally supported by approximately three (3) years in a technology-focused, export-oriented, public-sector, or comparable organization.
Experience working with regulatory authorities, chambers, provincial bodies, or business facilitation units will be considered highly relevant.
Key Responsibilities:
Lead the development and execution of PSEB's global business development strategy to accelerate Pakistan's IT and IT-enabled Services (ITeS) exports, strengthen the country's technology brand, and position Pakistan as a preferred global technology destination.
Identify, develop, and cultivate strategic international business opportunities, partnerships, and market access initiatives that drive sustainable export growth for Pakistan's IT & ITeS sector.
Represent PSEB and Pakistan's technology ecosystem at international trade missions, investment forums, conferences, exhibitions, and high-level business engagements to promote Pakistan's technology capabilities and attract international business opportunities.
Lead initiatives to enhance the global competitiveness and visibility of Pakistan's IT & ITeS sector through structured B2B summits.
Build and strengthen strategic relationships with global technology companies, multinational enterprises, investors, trade bodies, chambers of commerce, development partners, foreign missions, and other key stakeholders to expand commercial opportunities for Pakistan's technology industry.
Provide strategic advisory and facilitation support to IT companies, startups, BPOs, freelancers, and other ecosystem participants to help them access international markets, establish business partnerships, and overcome commercial and market-entry challenges.
Foster stronger collaboration with industry.
Oversee initiatives that strengthen PSEB's industry facilitation services, including the efficient registration and engagement of IT & ITeS companies, call centers, and freelancers, while maintaining a comprehensive industry database to support investor outreach, market intelligence, and strategic decision-making.
Develop and oversee market intelligence, industry research, export analytics, and sector insights to identify emerging opportunities, inform strategic initiatives, and support evidence-based decision-making.
Advise the CEO and Board of Directors on global technology trends, international market opportunities, sector performance, competitive positioning, and strategic initiatives to accelerate Pakistan's IT exports and strengthen the country's digital economy.
