Job Description

Job Description: I. Conduct detailed AS-IS process mapping of government payment and collection operations, including disbursements, receipts, and reconciliation processes. II. Design TO-BE processes optimized for using Raast as the payment options for both disbursements and collections of the government department -with the goal of reducing manual interventions, bottlenecks, compliance to regulatory directives, Raast requirements and operational risks. III. Collaborate with technical teams, government units, and other stakeholders to validate process maps and ensure practical feasibility. IV. Identify inefficiencies, redundancies, and risks in current workflows and propose process improvements. V. Redesign workflows, ensuring alignment with Raast’s capabilities, security requirements, and compliance standards. VI. Incorporate automation opportunities, digital controls, and straight-through processing principles into redesigned processes. VII. Develop comprehensive operational documentation, including: a. Standard Operating Procedures (SOPs) b. Functional Requirement Documents (FRDs) c. Operational Playbooks and reference materials for government staff and system operators VIII. Maintain documentation rigor suitable for governance, audit, and public sector oversight. IX. Facilitate workshops and training sessions to support adoption of redesigned processes. X. Provide advisory support to government entities during rollout, helping operational teams adjust to new workflows and digital tools. XI. Capture lessons learned, user feedback, and process performance metrics to inform continuous improvement. XII. Serve as a bridge between government entities, solution architects, technical teams, and external vendors including SBP (relevant department/organisations). XIII. Ensure stakeholder buy-in by effectively communicating process changes, benefits, and operational impacts. XIV. Coordinate with internal and external teams to ensure alignment across multiple integration initiatives. XV. AS-IS and TO-BE process maps for all key payment and collection workflows. XVI. Documented process bottlenecks and recommendations for optimization XVII. SOPs, FRDs, operational playbooks, and training materials XVIII. Adoption and change management support plans XIX. Process performance and continuous improvement reports. Educational Qualification: I. Minimum a Master's degree in Business Administration, Finance, Information Systems, Information Technology or a related discipline. Experience Requirements: I. 7–8 years of professional experience in business analysis, process re-engineering, or operations optimization, preferably in government or financial services. II. Practical experience with government financial systems, payments, or banking operations is highly desirable. III. Proven experience in facilitating process transformation projects, including mapping, redesign, and adoption.
