Terms of Reference Position Sector Specialist Quantity Engineer Project Capacity Building and Institutional Strengthening of Ministry of Planning Development and Special Initiatives PPS PPS 10 Number of Posts 01 Qualifications BE in Civil Engineering with 16 years of field experience. OR Master's degree in Civil Engineering or a related field with 14 years of field experience. Experience 10 to 15 years of relevant experience in project appraisal, reviewing PC I, quantity surveying, cost variations, cost estimation, contract administration, implementation support, monitoring, evaluation, and technical review of public sector development projects. The candidate should also be willing to undertake any other assignments assigned by the Ministry from time to time. Duration Initial appointment on contract for two years, extendable subject to satisfactory performance. Salary Standard pay package equivalent to PPS 10. Duties and Responsibilities Advise the Ministry on the appraisal, implementation, monitoring, and evaluation of public sector infrastructure projects from a quantity surveying and cost management perspective, ensuring technical feasibility, cost effectiveness, appropriate costing methodologies, and efficient utilization of project resources. Review PC I and revised PC I documents. Prepare detailed cost estimates, Bills of Quantities, engineer's estimates, and tender documents to verify the accuracy of quantities, unit rates, cost assumptions, and overall project budgets. Independently prepare and verify Bills of Quantities from drawings and submitted designs. Appraise and monitor the physical and financial progress of infrastructure projects through quantity verification, site inspections, milestone assessments, cost variance analysis, and review of interim payment certificates to ensure compliance with approved scope, schedule, and budget. Provide technical support to CDWP, ECNEC, DDWP, and other appraisal forums by reviewing project cost estimates, Bills of Quantities, tender documents, procurement packages, and implementation plans, while recommending measures to improve project viability and cost efficiency. Verify the measurement and estimation of construction materials, labour, plant, equipment, and associated costs in accordance with recognized standards. Ensure the accuracy of project estimates, tender documents, and contract quantities, and conduct regular market surveys for material and labour rate analysis. Review tender evaluation reports, engineer's estimates, bid analyses, and contract award recommendations to assess the reasonableness of quoted rates, responsiveness of bids, and compliance with PPRA Rules, PEC guidelines, FIDIC conditions, and other applicable procurement frameworks. The candidate should also be well conversant with the Government of Pakistan e Pak Acquisition and Disposal System EPADS. Monitor construction projects for compliance with approved designs, specifications, contractual provisions, quality standards, and quantity measurements. Advise on variations, cost escalations, claims, final accounts, and contract administration matters. Identify cost overruns, quantity variations, implementation bottlenecks, and construction related risks during project execution. Recommend practical engineering and quantity surveying solutions to improve project performance and minimize delays. Recommend value engineering, lifecycle costing, cost optimization measures, and alternative construction materials or methodologies to enhance project efficiency without compromising safety, quality, functionality, or project objectives.
