NATIONAL TARIFF COMMISSION(www.ntc.gov.pk) NOTICE FOR HIRING ON CONTRACT BASIS National Tariff Commission (NTC) is responsible for implementation of trade defence laws under Anti-umping Duties Act, 2015, Countervailing Duties Act, 2015 and Safeguard Measures Ordinance, 2002 in conformity with the WTO Agreements, and to advise the Federal Government on Customs tariff under NTC Act, 201 S to improve competitiveness of the domestic industry. NTC is seeking to hire qualified professional(s) in meeting NTC objectives: - POSITION CHIEF ADVISOR -TARIFF POLICY (01) SLOT Qualification and Experience: Master's degree or equivalent in Economics or Management, Law. Experience: 15+ years demonstrated experience in tariff analysis, Customs tariff, Rules of Origin, Domestic Industry's competitiveness vis-a-vis global industrial trends, trade remedial measures etc. and the National Tariff Policy. ROLE OF THE CONSULTANT / CHIEF ADVISOR: To strategically align Pakistan's tariff structure - MFN and applied - with global industrial trends and the National Tariff Policy and related economic policies. Give key analytical inputs into Tariff Rationalization exercise in the Commission. Take a strategic advisory role in the Tariff Policy Centre. KEY RESPONSIBILITIES: 1. Sectoral and Industry Classification: Utilize standards for industry and sector classification, if nationally avai lable. Resort of UN-STAT or internationally used standards as benchmarks or best practices. 2. Tariff Policy Alignment: Evaluate industry requests for tariff protection or exemptions, ensuring they do not contradict the "cascading principle" defined in the NTP and related policies. Effect of domestic tariff (FED, Sales Tax, Advance IT/withholding etc.) 3. Trade Agreements and Industrial Concession: Monitor the impact of Free Trade Agreements (FTAs) and Preferential Trade Agreements (PTAs); Evaluate industrial concessions, cost of exemption and effective protection rates. 4. Future-Proofing (HS 2028 & Sustainability): Conduct impact assessments for the upcoming HS 2028 amendments and integrate "Green Economy/ Circular Economy" protocols to manage the tariff implications of environmental and carbon-related trade measures. 5. Value Chain Mapping: Map the end-to-end value chains of essential commodities to identify hidden tariff anomalies (e.g., inverted duty structures) that create an ant i-export bias for Pakistani manufacturers. 6. Tariff rationalization: Give detailed analytical inputs to tariff rational ization, keeping in view local industry requirements and constraints and t ariff policy commitments, nationally and at WTO level. i. Position Is on contract basis initially for a period of one to three (01 -03) years. Extension may be granted on yearly basis on performance evaluation and need basis. Terms and conditions of contract employment will be offered to selected candidate before joining. The selected candidate will be offered lump sum salary (including all) on initial offer which shall be base salary for annual enhancement. Salary of the selected candidates will be revi sed annually with 05% to 15% increase in base salary, depending on satisfactory performance. ii.
