Senior Manager Financial Management

The Senior Finance Manager is responsible for the overall financial management of the Project, ensuring internal financial controls, accurate accounting and reporting, effective budget and fund management, compliance with Government and IsDB requirements, and timely financial support to the PMU and Partner Organizations (POs).

Job Description:

• Ensure timely preparation and submission of financial reports, advance and fund release requests, and other financial documents required by the donor and the Government.
• Review POs’ Statements of Expenditure (SoEs) and supporting documents for accuracy, completeness, and compliance, and oversee quarterly financial reviews of POs.
• Ensure timely recording of budgets, expenditures, and POs’ SoEs in the accounting system and maintain complete and reliable financial records.
• Manage bank reconciliations, tax deductions and deposits, and reconciliation of Project expenditures with EAD and AGPR.
• Ensure timely coordination with the Independent Verification Agency (IVA) for verification and financial audit of Project expenditures, including timely reconciliation of accounts and addressing the discrepancies.
• Coordinate with Government departments, donors, auditors, IVA, and relevant stakeholders on all financial matters.
• Ensure timely preparation and audit of Annual Financial Statements and certification of SoEs for Special Account replenishment.
• Facilitate government, external, and donor audits/reviews and follow up on agreed recommendations.
• Conduct field visits and provide guidance to POs to strengthen their financial management, accounting, reporting, and compliance capacity.
• Perform any other financial management duties assigned in support of effective Project implementation.
• Ensure compliance with audit observations/paras, including preparation of timely responses and provision of required supporting documents, and coordinate matters related to Departmental Accounts Committee (DAC) and Public Accounts Committee (PAC).
• Ensure effective follow-up and implementation of directives and recommendations issued by Audit, DAC, and PAC, and maintain proper records of compliance and closure of audit paras.
• Any other task assigned by the Project Director.

Required Qualification and Experience:

• Master’s degree or 16-year education in Business Administration or Finance or CA, ACMA, ACCA, M. Com or related field. with at least 10 years of relevant experience in financial management, preferably in multi-stakeholder development projects. Strong report writing skills and experience in managing relationships with partner organizations are essential.
• experience in accounting, auditing, financial management, and reporting, including development sector related experience. Audit and Advisory experience with a Big Four Audit Firms shall be an added advantage.
• Experience of supporting multi-stakeholders’ development sectors projects including community development and trainings; technical vocational education and livelihoods.
• Knowledge and experience of independently preparing annual budget and work plan as well as periodic financial progress reports of the project.
• Experience of reviewing POs Statement of Expenditure and handling project’s internal and external audits, donors’ fiduciary reviews including audits by Auditors General office.
• Excellent Report Writing Skills.
