Job Description
Undertake forecasting of revenues and expenditures on periodic basis, including annual, half-yearly and quarterly forecasts.
Provide technical assistance in the compilation, analysis and reporting of fiscal data for international credit rating agencies.
Conduct analysis of budgets and expenditures of sectors, Divisions, key Attached Departments and Autonomous Bodies.
Provide technical assistance in the detailed analysis and preparation of indicative budget ceilings for running of civil government, defence, pensions, grants, subsidies, net lending and the PSDP.
Prepare and maintain fiscal data spreadsheets in accordance with national and international standards.
Support the modernization of budgetary practices to enhance efficiency and optimize the utilization of public resources.
Undertake reforms in the budget preparation process through improvement of budgetary practices.
Strengthen budget execution and expenditure controls through monthly and quarterly reviews.
Review and update the Budget Manual in line with the requirements of the Public Finance Management Act and facilitate CFAOs in implementing the revised provisions of the Manual.
Devise and roll out initiatives to promote budget transparency, including fiscal risk disclosures, budget strategy paper, mid-year review report, fiscal policy statement, medium term performance-based budget, year-end performance monitoring report.
Support PAOs in implementing mid-year budget reporting, performance reporting against Output-Based Budgeting, reporting of budgeted and actual expenditure by output, and assessment of performance against targets.
Work closely with CFAOs and PAOs in Ministries and Divisions to mainstream the use of Output-Based Budgeting/Performance Budgeting and institutionalize the requirements of performance-based budgeting.
Devise and implement mechanisms to ensure efficient utilization of grants as part of the budget process.
Provide training and capacity-building support to budget officials of Ministries/Divisions as and when required.
Perform any other duties assigned by the Additional Finance Secretary Budget.
Education Qualification
Masters degree or higher in Finance, Economics, Accounting, Statistics or equivalent from a recognized university.
Experience Requirement
At least 10 years of relevant experience in public finance management, fiscal management, revenue management, budget allocation, public financial planning and budgeting.
Strong understanding of the PFM landscape in Pakistan, including donor-funded programmes and related reforms.
Demonstrated ability to effectively liaise and coordinate with key stakeholders.
Excellent written and oral communication skills.
Proficiency in the use of computers and office software packages MS Office, with advanced knowledge of spreadsheet and database applications, as well as experience in handling web-based management systems.
