DIRECTOR GENERAL TELECOM WIRELESS

JOB SPECIFICATION:

EDUCATIONAL QUALIFICATION & EXPERIENCE:

Ph.D. in Electrical / Electronics / Computer Systems / Telecommunication Engineering
/ Engineering Management or related Engineering discipline from an HEC recognized local / foreign university with 05-years professional experience in the relevant field.

OR
Masters in Electrical / Electronics / Computer Systems/ Telecommunication Engineering / Engineering Management or related Engineering discipline from an HEC recognized local/foreign university with 07-year professional experience in the relevant field.

PROFESSIONAL CREDENTIALS:

The candidate must have following professional credentials:

• Comprehensive understanding of modern telecommunication technologies, including next generation mobile networks, broadband, satellite communications, fixed-mobile convergence, RF communications & emerging wireless technologies, and related infrastructure requirements.
• Strong knowledge of spectrum management, telecom policy, regulatory frameworks, market dynamics, licensing issues, quality of service, and the operational and commercial realities of the telecommunications sector.
• Demonstrated experience in formulating, reviewing, and implementing ICT and telecom policies, strategies, frameworks, or regulatory interventions aimed at sector growth, investment facilitation, digital inclusion, and improved service delivery.
• Proven ability to provide evidence-based technical, policy, and techno-economic advice to senior government forums, regulatory bodies, public sector entities, and other stakeholders.
• Practical understanding of international telecommunications frameworks, including the work of the International Telecommunication Union and other relevant regional or international forums, with the ability to represent Pakistan effectively at national and international levels.
• Proven leadership experience in managing professional teams, promoting a collaborative work culture, building institutional capacity, and ensuring timely delivery of assigned responsibilities.
• Strong stakeholder engagement and interpersonal skills, including the ability to work effectively with government entities, regulators, telecom operators, industry associations, development partners, and international organizations.
• Excellent written and verbal communication skills, with the ability to prepare policy briefs, analytical notes, consultation papers, presentations, speeches, and official positions on complex telecom and ICT matters.
• Ability to perform effectively in a senior management position, including handling pressure, managing multiple priorities, coordinating across institutions, and ensuring continuous follow-up on critical matters.
• Strong leadership, integrity, judgment, teamwork, and problem-solving skills, with a clear orientation toward public interest, sector development, and accountable decision-making.
• Strong understanding of global telecommunications indices, rankings, and benchmarking methodologies, enabling the development of evidence-based policy recommendations and sector reform strategies.
• Strong understanding of public sector procurement procedures, bidding processes as per government rules.

JOB DESCRIPTION/DELIVERABLE TASKS/TIMELINE:

Sr. No. Deliverable Tasks

• Develop and organize progressive policy documents relating to telecom sector esp. wireless communication including, spectrum management, broadband, satellite communications and emerging technologies in alignment with MoITT vision of digital nation Pakistan.
• Carryout organized analytical assessments regarding policy roadmap for emerging Information Communication Technology (ICT) solutions and technologies.
• Prioritize the interest of Government in public sector entities under the MoITT and oversee their performance.
• Create concise technology and policy briefs for the Government and thereby enabling effective decision-making.
• Conceptualize, process for approval from the competent fora and subsequently monitor telecom related development projects including those funded through the Public Sector Development Program (PSDP).
• Conceptualize, process for approval from the competent fora and oversee performance of major GoP initiatives/programs like bridging the digital divide through provision of ICT services in the un-served and underserved areas, proliferation of broadband services, capacity building of the telecom sector and inculcation of research and development culture in the ICT sector.
• Effective liaison with telecom industry for sector development, ensuring that MoITT is kept at the forefront of technological understanding on cellular, fixed, wireless, data and broadband technologies.
• Organize the Wireless Wing planning and operations within the Ministry. Monitor and interpret market developments and their implications for the sector.
• Provide research and analysis in support of MoITT policy initiatives and support for consultations, speeches and position papers.
• Facilitate the Ministry to issue appropriate policy directives for the telecom sector as and when required.
• Analyze international telecommunications indices, rankings, and benchmarking frameworks to identify performance gaps and support the formulation of effective telecom policies and reform initiatives.
• Preparation Terms of Reference (TORs), Request for Proposals (RFPs), managing competitive bidding processes, bid evaluation, and ensuring compliance with public procurement regulations.
• Any other task to be assigned.

DURATION:

Appointment of the Director General (Telecom Wireless) shall initially be made on contract for three years which will be extendable for a further period of two years (year to year basis) on the recommendation of Performance Evaluation Committee in accordance with the MP Scale Policy, 2020.

DISQUALIFICATION:

No person shall be eligible for appointment as Director General (Telecom Wireless), who:

• has been or is dismissed from service as a consequence of disciplinary proceedings;
• has been or is convicted, by a court of competent jurisdiction, for an offence involving moral turpitude;
• either at the time of appointment as Director General (Telecom Wireless) or thereafter during such appointment was not or is not a citizen of Pakistan; or
• Derived benefits from the National Reconciliation Ordinance, 2007 (LX of 2007).

MANNER OF APPOINTMENT:

• The appointment shall be made as per prescribed procedure of appointment against the MP-II Scale positions.
• The vacancy of the Director General (Telecom Wireless) has been uploaded by the Ministry of IT and Telecom on its website and also advertised in the national leading newspapers.
• A shortlisting Committee shall be constituted with the approval of Secretary, IT and Telecom, for shortlisting of applications.
• The Selection Committee for appointment in the MP Scale shall recommend three most suitable candidates out of the shortlisted candidates for appointment of one of them with the approval of the Prime Minister.

PAY PACKAGE:

The Director General (Telecom Wireless) shall receive pay package of MP-II Scale in accordance with the MP Scale Policy 2020, of the Federal Government.

LEAVE:

The Director General (Telecom Wireless) shall earn leave in accordance with the MP Scale Policy 2020, of the Federal Government.

CONFLICT OF INTEREST:

The Candidates for appointment as Director General (Telecom Wireless) shall have to seek retirement from his existing Department and post or his appointment shall be subject to acceptance of resignation from designated authority and shall not, during his term of office, engage himself in any other service, business, vocation or employment which may have any direct or indirect effect on his performance as Director General (Telecom Wireless). The candidates already in the government or engaged by the government in any capacity shall have to produce NOC from their respective authority for appearing in the interviews.

DIRECTOR GENERAL (TELECOM WIRELESS) TO BE PUBLIC SERVANT:

The Director General (Telecom Wireless) appointed under these rules when acting or purporting to act in pursuance of any of the provisions of these rules shall be deemed to be a public servant within the meaning of section-21 of the Pakistan Penal Code (Act XLV of 1980).

TERMINATION OF CONTRACT:

The contract of Director General (Telecom Wireless) may be terminated on completion of tenure or by giving one month's notice on either side or payment of one month's basic pay in lieu thereof.
